To enhance the management and administrative skills for persons who are appointed or aspire to be appointed as a county or city highway administrator, county or city engineer, or public works director.
To provide a comprehensive administrator training and recognition for participation
in the executive development program training.

Fundamentals of Leadership
Length: A minimum of five hours of instruction.
Objective:

Presentation Frequency: This course will be presented every other year.
Basics of Budgeting, Finance and Reporting
Length: A minimum of four hours of instruction.

Project Planning and Management
Length: A minimum of six hours of instruction.
Objective:
Instructor Info: Norm Bowers, Kansas Association of Counties Local Road Engineer; Former County Engineer in Johnson, Coffey and Marion counties; and guest speakers from Kansas Department of Health and Environment and Kansas Wildlife and Parks.
Presentation Frequency: This course will be presented every other year.
Effective Management of Intergovernmental Relations
Length: A minimum of four hours of instruction.
Objective:
Instructor Info: The Kansas Association of Counties.
Presentation Frequency: This course will be presented in 2005, 2007, etc.
Legal, Permitting and Regulatory Processes
Length: A minimum of four hours of instruction.
Objective:
Instructor Info: KDOT, Bureau of Local Projects, KDHE Bureau of Water Watershed Management, Kansas State Historical Society, U.S. Army Corps of Engineers, Kansas Department of Agriculture, Division of Water Resources, Kansas Department of Wildlife and Parks, and U.S. Fish and Wildlife.

Asset Management and Cost Accounting
Length: A minimum of four hours of instruction.
Objective:

Elective Courses
One elective course must be completed to receive a certificate. Participants
should submit a copy of their attendance verification in order to receive credit.
