Technical Services for the Kansas
Rural Transit Assistance Program (RTAP). On-going. The
mission of the Kansas Rural Transit Assistance Program (RTAP) is
to improve the mobility of all rural Kansans through quality training
and technical assistance to rural and specialized transit providers.
Kansas RTAP has offered services since 1987. We have a variety of
services to Kansas rural and specialized transit agencies including
a quarterly newsletter, regular training, video and publication
lending library and technical assistance. |

Developing a Technology-Enhanced
Rural Transit Training Program. July 2001 - Dec 2002. The goal
of this project is to evaluate the implementation of the public
transit management training and technical program through web-based
and other technology-enhanced services. Several objectives support
the goal of this project, as follows: to evaluate the performance
of the pilot course developed in a previous KTRAN project, to identify
key elements required to improve technology-enhanced training for
transit managersm and to develop a basic web-based transit support
program for implementation. |

Completion 9/2001. The KU Transportation Center is developing a
rural transit capital improvement application procedure and handbook.
The specific goals of the project will be to improve rural and specialized
transit service in Kansas by: (1) providing easy-to-understand instructions
for collection of appropriate data needed for Section 5309 projects
and (2) providing a step-by-step fully-documented application package.

A Feasibility Study of Web-Based
Rural Transit Management Training and Technical Assistance.
Completion 12/2001. The goal of this project will be to determine
the feasibility of enhancing public transit technical assistance
through web-based services. Several objectives support the goal
of this project, as follows: (1) to determine Kansas agencies' regular
access to the internet, (2) to identify key services to be offered
to transit providers, (3) to develop recommended options for web-based
transit support and develop a prototype system for preliminary testing.
The products of this project are anticipated as tools to assist
service providers in the state to develop and maintain quality transportation
programs, to assist KDOT Office of Public Transportation personnel
to promote a state-wide program for rural passenger transportation,
and to identify immediate and long-term transportation service development
needs in rural Kansas. |

Develop a Transit Provider Database and Service
Directory, Completion 6/2001. The KU Transportation Center is
developing a comprehensive transit provider database and directory
of public and specialized transportation providers in Kansas. The
specific goal of the project will be to improve rural and specialized
transit service in Kansas by collecting rural and specialized transit
performance-related data into a database, and creating a camera-ready
transit provider directory for distribution throughout the state. |

GIS-Based Integrated Rural and Small Urban
Transit Asset Management System. Completion 10/2001. The objective
of this research project is to develop a computerized asset management
system for rural and small urban transit systems. The asset management
system has two major components. The first component is the collection
of analysis tools such as demand analysis and forecasting, routing
and scheduling optimization, and equipment life cycle performance
models. The second component is the development of an automated
process that can assist decision making in asset needs, equipment
maintenance and replacement, and operational strategies. |

Development of a Kansas State Transit Management
Plan - Phase I, Completion 6/1999. The purpose of this study
was to develop a state transit management plan for the Kansas Department
of Transportation. This project involved enhancement of the existing
management plan and providing orientation and training to state
staff and transit providers throughout the state in utilization
of the management plan for state and regional program planning and
implementation. |
